Mayor
In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body (or mandated by a state, territorial or national governing body). Charles Fuller Gildersleeve
Charles Fuller Gildersleeve (October 17, 1833 – January 18, 1906) was a lawyer, business owner and politician in Ontario, Canada. He served as mayor of Kingston in 1879. The son of Henry Gildersleeve and Sarah Finkle, he was born in Kingston and was educated at Upper Canada College. Gildersleeve was called to the Ontario bar in 1859 and joined his brother Overton Smith in the practice of law. He married Mary Elizabeth Herchmer. He took over the operation of the family steamship business after his brother died in 1864 and expanded that business. Gildersleeve formed the Lake Ontario and Bay of Quinte Steamboat Company in 1893 and, in 1894, he became general manager of the Richelieu and Ontario Navigation Company. In 1913, those companies became part of Canada Steamship Lines. He served on Kingston city council for 22 years. Helen Cooper (Canadian Politician)
Helen Cooper (born 13 November 1946) is an Australian-born Canadian politician and administrator. She served as mayor of Kingston, Ontario from 1988 to 1993, and was chair of the Ontario Municipal Board from 1993 to 1996. Early life and education Cooper was born in Australia, and moved to Kingston with her family as a child. She graduated from Kingston Collegiate and Vocational Institute, received a Bachelor of Science degree from Queen's University in 1968, and worked overseas for a few years in development programs. She met her husband when working as a teacher in northern Tanzania. In 1973, she received a Master of Science degree from the London School of Economics in England. Cooper returned to Kingston after her graduation, and worked part-time as a teacher at Queen's and St. Lawrence College. John Gerretsen
John Philip Gerretsen (born June 9, 1942) is a former politician in Ontario, Canada. He was a Liberal member of the Legislative Assembly of Ontario from 1995 to 2014 who represented the eastern Ontario riding of Kingston and the Islands. He served as a Minister in the Cabinets of Premiers Dalton McGuinty and Kathleen Wynne. Early life Gerretsen was born in Hilversum, Netherlands during World War II, and moved to Canada with his parents in 1954. He was educated at Queen's University in Kingston, Ontario, receiving a BA degree in 1964 and an LL.B in 1967. He subsequently worked as a solicitor, serving with Manulife Insurance Company in Toronto from 1969 to 1970. Kenneth A. Keyes (born September 16, 1930) is a former politician in Ontario, Canada. He was a Liberal member of the Legislative Assembly of Ontario from 1985 to 1990, and served as a cabinet minister in the government of David Peterson. Background Keyes was educated at Toronto Teacher's College, Queen's University and the University of Ottawa, receiving a Master's Degree in Education. He was a teacher and principal in Frontenac County for thirty-seven years. Municipal politics Keyes served as an alderman in Kingston for twelve years, was deputy mayor for five years. George Nicholas Speal
George Nicholas Speal, (1932 – December 27, 2008) was a lawyer and political figure in Ontario, Canada. He served as mayor of Kingston from 1973 to 1976. He was born in Kingston, the son of Greek immigrants, and was educated at Kingston Collegiate, Queen's University and Osgoode Hall Law School. Speal was called to the Ontario bar in 1958. In 1974, he was named Queen's Counsel. During his term as mayor, the Portsmouth Olympic Harbour was redeveloped to host sailing events for the 1976 Summer Olympics in Montreal and the annual tradition of the Mayor's Levee at Kingston City Hall on New Year's Day was established. William Thomas "Bill" Mills (1924 – October 9, 2011) was a business owner and politician in Ontario, Canada. He served as mayor of Kingston from 1959 to 1964. The son of William and Beatrice Mills, he was educated at Queen's University. Mills operated an office supplies business. He served in the Royal Canadian Air Force during World War II. He was married to Thelma Byron around 1948. Mills ran for mayor again in 1967, losing to incumbent George Speal. He was an unsuccessful candidate for the Kingston seat in the Ontario assembly, losing to Syl Apps. Harry Allan Stewart
Harry Allan Stewart (July 11, 1892 – February 22, 1970) was a dentist and politician in Ontario, Canada. He represented Kingston in the Legislative Assembly of Ontario from 1943 to 1951 as a Progressive Conservative. The son of Thomas Henry Stewart and Elizabeth Allan, both natives of Scotland, he was born in Ash, Ontario and was educated in Kingston and at the University of Toronto. In 1916, Stewart married Hazel Victoria Greenwood. He served in the Canadian Army Dental Corps from 1916 to 1921. He was a member of Kingston city council from 1932 to 1936 and served as mayor of Kingston from 1938 to 1943. Stewart was also chair of the local Board of Education. Arthur Edward Ross
Arthur Edward Ross (June 9, 1870 – November 15, 1952) was a Canadian physician and political figure in Ontario. He represented Kingston in the Legislative Assembly of Ontario from 1911 to 1921 and represented Kingston and then Kingston City in the House of Commons of Canada from 1921 to 1935 as a Conservative member. He was born in Cobden, Ontario, the son of John Ross. Ross was educated at Queen's University and the University of Edinburgh. In 1902, he married Mabel Parker. Ross served on the city council for Kingston, serving as mayor in 1908. In the same year, he ran unsuccessfully for a seat in the House of Commons. John McDonald Mowat
John McDonald Mowat (February 17, 1872 – October 7, 1916) was a lawyer and politician in Ontario, Canada. He served as mayor of Kingston from 1906 to 1907. Known as Major John, the son of John Bower Mowat and Emma McDonald, he was called to the Ontario bar in 1898. Mowat practised law in Kingston and later in Vancouver, British Columbia. He ran unsuccessfully for the Kingston seat in the Canadian House of Commons in 1911, losing to William Folger Nickle. He went overseas as a Major with a Vancouver regiment during World War I and was killed in action at the age of 44. His nephew Angus McGill Mowat also served in World War I, and his great-nephew is Canadian author Farley Mowat. His name is inscribed on the Vimy Memorial. William Melville Drennan
William Melville Drennan (November 15, 1853 – May 28, 1900) was a merchant and politician in Ontario, Canada. He served as mayor of Kingston from 1890 to 1891. The son of Samuel Trangott Drennan, a native of Ireland, he was born in Kingston. Canada West, and was educated at the Kingston College Institute. At the age of 15, he worked in the hardware business in Montreal and later worked as a travelling salesman in New York and Canada. Drennan joined the Princess of Wales Own Rifles in 1863, serving as an Ensign during the Fenian Raids of 1870 for which he received the Canada General Service Medal.
