The Kingdom of Belgium is divided into three regions. Two of these regions, Flanders and Wallonia, are each subdivided into five provinces. The third region, Brussels, does not belong to any province and nor is it subdivided into provinces. Instead, it has amalgamated both regional and provincial functions into a single "Capital Region" administration. Most of the provinces take their name from earlier duchies and counties of similar location, while their territory is mostly based on the departments installed during French annexation. The standard, adopted in 2003, is developed and regulated by the European Union, and thus only covers the member states of the EU in detail. The Nomenclature of Territorial Units for Statistics is instrumental in the European Union's Structural Funds and Cohesion Fund delivery mechanisms and for locating the area where goods and services subject to European public procurement legislation are to be delivered. Purchasing power parity (PPP) is the measurement of prices in different countries that uses the prices of specific goods to compare the absolute purchasing power of the countries' currency, currencies. PPP is effectively the ratio of the price of a basket of goods at one location divided by the price of the basket of goods at a different location. The PPP inflation and exchange rate may differ from the Exchange rate, market exchange rate because of tariffs, and other transaction costs.
