Laird V. Tatum
''Laird v. Tatum'', 408 U.S. 1 (1972), was a case in which the United States Supreme Court dismissed for lack of ripeness a claim in which the plaintiff accused the U.S. Army of alleged unlawful "surveillance of lawful citizen political activity." The appellant's specific nature of the harm caused by the surveillance was that it chilled the First Amendment rights of all citizens and undermined that right to express political dissent. Background Arlo Tatum, the executive secretary of the Central Committee for Conscientious Objectors, sued Melvin Laird, the Secretary of Defense. Tatum sued after ''Washington Monthly'' published an article revealing that US military intelligence units were gathering intelligence on civilians and civil organizations in the US. Opinion The Court was initially divided into three camps. Justices Rehnquist and Powell initially urged the conservatives to determine that the surveillance program was constitutional. However, Chief Justice Burger, and Justi ...

Melvin Robert Laird
Melvin Robert Laird Jr. (September 1, 1922 – November 16, 2016) was an American politician, writer and statesman. He was a U.S. congressman from Wisconsin from 1953 to 1969 before serving as Secretary of Defense from 1969 to 1973 under President Richard Nixon. Laird was instrumental in forming the administration's policy of withdrawing U.S. soldiers from the Vietnam War; he coined the expression "Vietnamization," referring to the process of transferring more responsibility for combat to the South Vietnamese forces. First elected in 1952, Laird was the last surviving Representative elected to the 83rd Congress at the time of his death. Early life Melvin Robert Laird was born in Omaha, Nebraska, the son of Melvin R. Laird Sr., a politician, businessman, and clergyman. He grew up and attended high school in Marshfield, Wisconsin, although in his junior year he attended Lake Forest Academy in Lake Forest, Illinois. He was nicknamed "Bambino" (shortened to "Bom" and pronounced ...

Amnesty V
Amnesty (from the Ancient Greek ἀμνηστία, ''amnestia'', "forgetfulness, passing over") is defined as "A pardon extended by the government to a group or class of people, usually for a political offense; the act of a sovereign power officially forgiving certain classes of people who are subject to trial but have not yet been convicted." Though the term general pardon has a similar definition, an amnesty constitutes more than a pardon, in so much as it obliterates all legal remembrance of the offense. Amnesty is increasingly used to express the idea of "freedom" and to refer to when prisoners can go free. Amnesties, which in the United Kingdom may be granted by the crown or by an act of Parliament, were formerly usual on coronations and similar occasions, but are chiefly exercised towards associations of political criminals, and are sometimes granted absolutely, though more frequently there are certain specified exceptions. Thus, in the case of the earliest recorded amnesty, ...

Conflict Of Interest
A conflict of interest (COI) is a situation in which a person or organization is involved in multiple interests, financial or otherwise, and serving one interest could involve working against another. Typically, this relates to situations in which the personal interest of an individual or organization might adversely affect a duty owed to make decisions for the benefit of a third party. An "interest" is a commitment, obligation, duty or goal associated with a particular social role or practice. By definition, a "conflict of interest" occurs if, within a particular decision-making context, an individual is subject to two coexisting interests that are in direct conflict with each other. Such a matter is of importance because under such circumstances the decision-making process can be disrupted or compromised in a manner that affects the integrity or the reliability of the outcomes. Typically, a conflict of interest arises when an individual finds themselves occupying two soc ...

The appearance of impropriety is a phrase referring to a situation which to a layperson without knowledge of the specific circumstances might seem to raise ethics questions. For instance, although a person might regularly and reliably collect money for her employer in her personal wallet and later give it to her employer, her putting it in her personal wallet may appear improper and give rise to suspicion, etc. It is common practice in the business and legal communities to avoid even the appearance of impropriety.
