L.B. Mallory
Llewellyn Bell Mallory (1871–1933) was the 28th chief clerk of the California Assembly. He was born in Nebraska on October 23, 1871 and educated at Napa Valley College and Stanford University, A.B. 1897. His full-time profession was as a broker in the Bay Area. His business was located in Los Gatos, California. Mallory served as an assistant clerk in the California Assembly in 1909. He was elected for 3 terms as chief clerk, serving from 1911 to 1917. Mallory was associated with the Progressive Party (United States, 1912), Progressive Party. Chief Clerk Of California Assembly
The Chief Clerk of the California Assembly is a nonpartisan elected officer of the California State Assembly. The Chief Clerk serves as the chief parliamentary procedure, parliamentarian of the 80-member house. The clerk is also charged with maintaining the records and votes of the Assembly, engrossing and enrolling bills, providing members with analyses of bills on third reading, amending legislation, and publishing the bills, journals, files, and histories of the lower house. Historically, persons who have served as Chief Clerk have possessed an advanced degree when they were elected (e.g., M.A. or J.D.). In California, three officers are elected every two years when the Assembly organizes: Chief Clerk, Chief Sergeant-at-Arms, and Chaplain. Clio Lloyd
Clio Lloyd (April 1864 – February 6, 1921) was the 27th Chief Clerk of the California Assembly and a Santa Barbara newspaper publisher. Lloyd was born in Mercer County, Illinois. He was educated in public schools and private college. Mr. Lloyd took up teaching as a profession for 8 years, until he went into the newspaper publishing and real estate businesses in Santa Barbara County, California. In 1893, he was chosen as a Commissioner from Southern California to the World's Columbian Exposition in Chicago. In December 1905 he was elected to a four-year term as a member of the Santa Barbara Board of Education. In the early 1900s, he was publisher of the '' Santa Barbara Daily Press''. Progressive Party (United States, 1912)
The Progressive Party was a third party in the United States formed in 1912 by former president Theodore Roosevelt after he lost the presidential nomination of the Republican Party to his former protégé rival, incumbent president William Howard Taft. The new party was known for taking advanced positions on progressive reforms and attracting leading national reformers. The party was also ideologically deeply connected with America's indigenous radical-liberal tradition. After the party's defeat in the 1912 presidential election, it went into rapid decline in elections until 1918, disappearing by 1920. Arthur Allen Ohnimus (1893–1965) was the longest serving Assembly Chief Clerk in California history (1923–1963). He was also the first Chief Administrative Officer of the Assembly Rules Committee (1957–1963).
