Kunio Mikuriya (Japanese: 御厨 邦雄, ''Mikuriya Kunio'') is the Secretary General of the World Customs Organization (WCO). Career Mikuriya has a BA in law from the University of Tokyo and a PhD in international relations from the University of Kent, Brussels School of International Studies. During his career, Mikuriya has held various high-level positions in Japan's Ministry of Finance. The General Agreement on Tariffs and Trade (GATT) is a legal agreement between many countries, whose overall purpose was to promote international trade by reducing or eliminating trade barriers such as tariffs or quotas.
