The Korea Aviation Accident Investigation Board (KAIB, 항공사고조사위원회) was a South Korean agency that investigated aviation accidents and incidents. Around 2005 its headquarters were in Gonghang-dong, Gangseo-gu, Seoul, near Gimpo International Airport, and its flight data recorder/cockpit voice recorder and wreckage laboratory was located on the property of Gimpo Airport. Around 2004 it had been headquartered in Gwacheon, Gyeonggi-do. An aviation accident is defined by the Convention on International Civil Aviation Annex 13 as an occurrence associated with the operation of an aircraft, which takes place from the time any person boards the aircraft with the ''intention of flight'' until all such persons have disembarked, and in which a) a person is fatally or seriously injured, b) the aircraft sustains significant damage or structural failure, or c) the aircraft goes missing or becomes completely inaccessible. Annex 13 defines an aviation incident as an occurrence, other than an accident, associated with the operation of an aircraft that affects or could affect the safety of operation. A hull loss occurs if an aircraft is damaged beyond repair, lost, or becomes completely inaccessible. The Korea Transport Institute
The Korea Transport Institute (KOTI) is a think tank under the Prime Minister's Office in South Korea. Commissioned research is by order of the Ministry of Land, Infrastructure and Transport (MOLIT) and local government. It relocated to the Sejong National Research Complex in Sejong City in December 2014. History KOTI was founded through Article 32 of the Civil Act in November 1985 and official began operation August 1987 under article 24 of the Urban Traffic Readjustment Promotion Act. Air China Flight 129
Air China Flight 129 (CCA129/CA129) was a scheduled international passenger flight, operated by Air China, from Beijing Capital International Airport to Gimhae International Airport in Busan. On April 15, 2002, the aircraft on this route, a Boeing 767-200ER, crashed into a hill near the airport, killing 129 of the 166 people on board. The Korea Aviation Accident Investigation Board published the final report in March 2005 and concluded that the crash was due to pilot error. The final report stated that the crew was inadvertently flying below the minimum safe altitude. Detailed information from the report also revealed that the pilots had been trained to conduct a circling approach in the airline's simulator only for Beijing Capital International Airport and never for a circling approach to Gimhae Airport's runway 18R. Gonghang-dong
Gonghang-dong is a '' dong'', neighbourhood of Gangseo-gu in Seoul, South Korea. The name ''gonghang'' literally means "airport," which is due to Gimpo Airport (김포공항, ) located in the area. Korean Air's headquarters, Korean Airport Service, Ltd., and Air Total Service are located in Gonghang-dong. In addition, the former headquarters of the Aviation and Railway Accident Investigation Board is in Gonghang-dong. The facility once housed the headquarters of the predecessor agency Korea Aviation Accident Investigation Board. The headquarters of the ARAIB agency are now in Sejong City.
