Kizlyar (russian: Кизля́р; av, Гъизляр; kum, Къызлар, ''Qızlar'') is a town in the Republic of Dagestan, Russia, located on the border with the Chechen Republic in the delta of the Terek River northwest of Makhachkala, the capital of the republic. As of the 2010 Census, its population was 48,984. Etymology According to some researchers, the name of the city comes from an old name for the Terek River. Another translation of the name Kizlyar is from an unspecified Turkic language, meaning "girls". According to Vyacheslav Nikonov, correct translation of this Turkic toponym is "red cliff". History The first documented reference to Kizlyar dates back to 1609, although some historians associate the place with Samandar, the 8th-century capital of Khazaria. 2018 Kizlyar Church Shooting
On 18 February 2018, a 22-year-old man local to the Russia’s southern republic of Dagestan carrying a knife and a double-barreled shotgun opened fire on a crowd at an Orthodox church in Kizlyar, killing five women and injuring several other people, including two police and three others. He was shot and killed by police on duty nearby. The attack occurred as churchgoers celebrated the Sunday of Forgiveness, the last day of Cheesefare week, a Christian holiday marking the last day before Lent according to the eastern Orthodox calendar. The Islamic State of Iraq and the Levant (ISIL) named the man Khalil al-Dagestani, one of its soldiers. Police named him Khalil Khalilov. Terek Oblast
The Terek Oblast was a province (''oblast'') of the Caucasus Viceroyalty of the Russian Empire, roughly corresponding to the central part of Russia's North Caucasian Federal District. Тhe ''оblast'' was created out of the former territories of the North Caucasian Peoples, following their conquests by Russia throughout the 19th century. Terek River
The Terek (; , Tiyrk; , Tərč; , ; , ; , ''Terk''; , ; , ) is a major river in the Northern Caucasus. It originates in the Mtskheta-Mtianeti region of Georgia (country), Georgia and flows through North Caucasus region of Russia into the Caspian Sea. It rises near the juncture of Caucasus Mountains, the Greater Caucasus Mountain Range and the Khokh Range, to the southwest of Mount Kazbek, winding north in a white torrent between the town of Stepantsminda and the village of Gergeti toward the Russian region North Ossetia and the city of Vladikavkaz. Samandar (city)
Samandar (also Semender) was a city in (and briefly capital of) Khazaria, on the western shore of the Caspian Sea, in what is now Dagestan. At some later date, it may have been moved inland to some areas near present-day village of Shelkovskaya in the modern Russia's Chechen Republic. Location The exact location of the city is unknown. Medieval Arabic sources report simply that it was midway between Derbent and Atil, near the shore of the Caspian Sea. Modern scholars have variously identified Samandar with Kizlyar on the Terek River, or with Tarki further south on the Caspian coast. Tarki corresponds more closely to medieval sources, as the 10th-century '' Hudud al-'Alam'' reports that Samandar was on the coast, and archaeological finds from the Khazar period, including fortifications, have been found there. Types Of Inhabited Localities In Russia
The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities. After the dissolution of the Soviet Union, the task of developing and maintaining such classification in Russia was delegated to the federal subjects.Articles 71 and 72 of the Constitution of Russia do not name issues of the administrative and territorial structure among the tasks handled on the federal level or jointly with the governments of the federal subjects.
