A ''chargé d'affaires'' (), plural ''chargés d'affaires'', often shortened to ''chargé'' (French) and sometimes in colloquial English to ''charge-D'', is a diplomat who serves as an embassy's chief of mission in the absence of the ambassador. Silliman University (also referred to as Silliman or SU) is a private university, private Research institute, research university in Dumaguete City, Negros Oriental, the Philippines. Established in 1901 as Silliman Institute by the Presbyterian Board of Foreign Missions, it is the first United States, American and Protestantism, Protestant founded institution of Higher education, higher learning in the Philippines and in Asia.
