In West Bengal, Bihar, Jharkhand, community development blocks are the empowered grassroots administrative unit, replacing tehsils. As an entity of local government, the tehsil office (panchayat samiti) exercises certain fiscal and administrative power over the villages and municipalities within its jurisdiction.
