Karl Rudolf Stehlin (13 January 1831, in Basel – 12 July 1881) was a Swiss politician and President of the Swiss Council of States (1879/1880). The Council of States (german: Ständerat, french: Conseil des États, it, Consiglio degli Stati, rm, Cussegl dals Stadis) is the upper house of the Federal Assembly of Switzerland, with the National Council being the lower house. It comprises 46 members. Twenty of the country's cantons are represented by two Councillors each. Six cantons, traditionally called "half cantons", are represented by one Councillor each for historical reasons. These are Obwalden, Nidwalden, Basel-Stadt, Basel-Landschaft, Appenzell Ausserrhoden and Appenzell Innerrhoden. The Councillors serve for four years, and are not bound in their vote to instructions from the cantonal authorities. Johann Jakob Stehlin (20 January 1803 – 18 December 1879) was a Swiss politician of the Free Democratic Party. Born in Basel, Stehlin was mayor of that city from 1858 to 1868. He also represented the canton Basel-City in the National Council, which he presided over in 1858/59 and 1867/68, and in the Council of States. On 11 July 1855, Stehlin was elected to the Swiss Federal Council to succeed the deceased Josef Munzinger. The next day, he declined the election, becoming the first of five Councillor-elects (as of 2020) to do so.
