Kalumbi Shangula
Kalumbi Shangula (born 8 August 1948) is a Namibian doctor and politician from the SWAPO Party. He has been minister of Health and Social Services since 19 December 2018. Early life and education Shangula was born as third of ten children on 8 August in Etilyasa in what is today Omusati Region. He completed matric at Ongwediva High School. His tertiary degrees are a diploma in public health from Harvard University and a MSc in medicine from University of London, an MD from Moscow, and an MBA from Maastricht. Career After graduation Shangula worked as a medical officer, first as intern, then as health officer, superintendent, and regional health director. During the armed fight for Namibian independence Shangula rose to be chief of medical services at the People's Liberation Army of Namibia (PLAN). COVID-19 Pandemic In Namibia
The COVID-19 pandemic in Namibia is part of the worldwide pandemic of coronavirus disease 2019 () caused by severe acute respiratory syndrome coronavirus 2 (). The Minister of Health and Social Services, Dr. Kalumbi Shangula, announced on 14 March 2020 that the virus had reached Namibia. A Romanian couple constituted the two first cases and recovered 79 days after their initial diagnosis. On 17 March 2020, President Hage Geingob declared a state of emergency which introduced measures such as the closure of all borders, suspension of gatherings and economic related resolutions. The Ministry of Health and Social Services also established an Emergency Response team, operating 24/7, which aimed to intensify the surveillance of COVID-19 in the country, especially at the borders of Namibia. The Parliament of Namibia is the national legislature of Namibia. It is a bicameral legislature and, thus, consists of two houses: the National Council (upper house) and the National Assembly (lower house). All cabinet members are also members of the lower house. This situation has been criticised by Namibia's civil society and the opposition as creating a significant overlap between executive and legislature, undermining the separation of powers.
