Kaine Ministry
The Kaine Ministry was the second ministry of the Government of the Australian Capital Territory, and was a coalition led by Liberal Chief Minister Trevor Kaine and his deputy, Residents Rally party leader Bernard Collaery. It was sworn in on 5 December 1989, when Collaery moved the following motion: :''That this Assembly no longer has confidence in the Chief Minister of the ACT and the minority Labor Government and has confidence in the ability of Mr Kaine to form a government.'' The vote was resolved in the affirmative (10 votes to 7), and the Follett led Labor government was forced to hand over government to Kaine as leader of an Alliance Government, comprising members of both the Liberal Party and some (but not all) members of the Residents Rally in the Assembly. The Government of the Australian Capital Territory, also referred to as the Australian Capital Territory Government or ACT Government, is the executive authority of the Australian Capital Territory, one of the territories of Australia. The Attorney-General of the Australian Capital Territory, in formal contexts also Attorney-General or Attorney General for the Australian Capital Territory, is the primary Law Officer of the Crown in the Australian Capital Territory. First Follett Ministry
The First Follett Ministry was the first ministry of the Government of the Australian Capital Territory, and was led by Labor Chief Minister Rosemary Follett and her deputy, Paul Whalan. It was sworn in on 16 May 1989, after the 1989 election when a hung parliament was the outcome. Labor, with a plurality of seats, led a minority government in the Australian Capital Territory Legislative Assembly. Gary Humphries
Gary John Joseph Humphries (born 6 July 1958) is a Deputy President of the Administrative Appeals Tribunal. He was a member of the Australian Senate representing the Australian Capital Territory for the Liberal Party of Australia from 2003 to 2013. He was the Chief Minister of the Australian Capital Territory from 2000 to 2001; and was elected to the first parliament of the Australian Capital Territory, in 1989, later representing the Molonglo electorate until 2003. Early career Humphries was born in Sydney in 1958 and was educated at St Patrick's College, Strathfield before graduating from the Australian National University in Canberra with a Bachelor of Arts and a Bachelor of Laws. Independents Group
The Independents Group were a short-lived Australian political party operating in the Australian Capital Territory. They briefly served as part of the Alliance government, alongside the Liberal Party and Residents Rally. When the 1989 election was held, the No Self-Government Party emerged as the larger of the two anti-self-government groups in the Assembly, electing three members, Craig Duby, Carmel Maher and David Prowse. However, unlike Dennis Stevenson's Abolish Self-Government Coalition, the No Self-Government Party's focus soon began to change from their original single-issue basis. The first vote of the new Assembly saw Prowse voted in as the Speaker by the members. In late 1989, Residents Rally, who were supporting the Follett Labor government, began discussions aimed at forming a coalition government with the Liberals. Craig Duby
Craig John Duby (born 20 February 1949), former Australian politician, was a member of the unicameral Legislative Assembly of the Australian Capital Territory between 1989 and 1992, elected to the multi-member single constituency Assembly as a representative of the No Self-Government Party. During his term in office, Duby was a member of the Independents Group and the Hare-Clark Independent Party. Duby was the Minister for Finance and Urban Services and briefly was the Minister for Housing and Community Services in the Kaine ministry.
