Julie Walker (librarian)
Julie White Walker is an American librarian and currently the state librarian of Georgia. She earned her bachelor’s degree in political science from the University of North Carolina at Chapel Hill. In 1982, she earned her master’s in library science from the same university. Career Following her graduation, she worked for different libraries across North Carolina. In 1990, she became the assistant director of the Athens Regional Library System. She then served as the first director for the Public Information Network for Electronic Services (PINES) from 2003-2006. From 2006-2008, she was the assistant state librarian for support services and strategic initiatives. She became the deputy state librarian of Georgia Public Library Service (GPLS) in 2008, serving until her appointment as state librarian in 2014. The Chief Officers of State Library Agencies (COSLA) was established November 29, 1973 by a committee of the State Library Agency Division (SLAD) with the purpose of providing a continuing mechanism for dealing with the problems faced by the heads of those state agencies which are responsible for statewide library development in the United States, Canada and related territories. Formation The Chief Officers of State Library Agencies was formed at the annual ASLA conference held in Las Vegas in 1973. The meeting was called by ASLA President Lyle Eberhart, to focus on the impact of federal library legislation and its impact on state organizations. This was in response to the Nixon administration’s threat to cut funding to the Library Services and Construction Act (LSCA) which provided resources to the states. The University System of Georgia (USG) is the government agency that includes 26 public institutions of higher learning in the U.S. state of Georgia. The system is governed by the Georgia Board of Regents. It sets goals and dictates general policy to educational institutions as well as administering the Public Library Service of the state which includes 58 public library systems. The USG also dispenses public funds (allocated by the state's legislature) to the institutions but not the lottery-funded HOPE Scholarship.
