Juan Manuel Garcia III (born May 27, 1966) was the 17th United States Assistant Secretary of the Navy (Manpower and Reserve Affairs) and a Democratic member of the Texas House of Representatives, representing the 32nd District from 2007 until 2009. An officer candidate school (OCS) is a military school which trains civilians and enlisted personnel in order for them to gain a commission as officers in the armed forces of a country. How OCS is run differs between countries and services.
