Josse Mertens De Wilmars
Baron Joseph (Josse) Marie Honoré Charles Mertens de Wilmars (22 June 1912 – 1 August 2002) was a Belgian jurist who became a member of the European Court of Justice and then its sixth President. Biography Mertens de Wilmars was born in Sint-Niklaas, into a family of brewers. One of his brothers was the psychiatrist Charles Mertens de Wilmars. He gained a degree in law in 1934, and practiced in Antwerp, specialising in administrative law. He was an officer in the Belgian Army in the Second World War, and spent most of the war as a prisoner of war. After the war, he was a member of the Belgian Catholic alliance, and was a member of the Belgian parliament from 1951 to 1962. He was in favour of European unity, and attended the Congress in the Hague in 1948. He also taught administrative law at the High Institute for Administrative Sciences in Antwerp from 1946 to 1967, and was an associate professor in law at the Catholic University of Leuven from 1971. Sint-Niklaas (; french: Saint-Nicolas, ) is a Belgian city and municipality located in the Flemish province of East Flanders. The municipality comprises the city of Sint-Niklaas proper and the towns of Belsele, Nieuwkerken-Waas, and . Sint-Niklaas is the capital and major city of the Waasland region straddling the East Flanders and Antwerp provinces. The city is known for having the largest market square in Belgium. Alexander John ("Jack") Mackenzie Stuart, Baron Mackenzie-Stuart (18 November 1924 – 1 April 2000) was a Scottish advocate and judge. He was the first judge from a United Kingdom jurisdiction to sit on the European Court of Justice in Luxembourg, later becoming its president. Early life Jack Mackenzie Stuart, as he was widely known, was born in Aberdeen. His parents were Prof A. Mackenzie Stuart, a King's Counsel and Professor of Scots Law at Aberdeen University, and Amy Margaret Dean. He was educated at Fettes College in Edinburgh. In 1942, Mackenzie Stuart joined the British Army, where he was commissioned in the Royal Engineers. After a short period studying the War Office Engineering Course at Sidney Sussex College, Cambridge, he was deployed throughout northern Europe on active service, mainly building bridges.
