Joseph Zammit McKeon
Joseph Zammit McKeon is a former Maltese judge and the current Maltese Parliamentary Ombudsman. Judge Emeritus Joseph Zammit McKeon was born in Floriana, Malta, on the 19th March 1956. He was conferred the Diploma of Notary Public on the 12th December 1980 by the University of Malta followed by the Degree of Doctor of Laws on the 30th January 1982. He practised primarily in litigation with effect from 4th March 1982. Following the enactment of the Occupational Health and Safety (Promotion) Act 1994, he was appointed as the first President of the Commission for the Promotion of Occupational Health and Safety, a position which he held for six years until the Occupational Health and Safety Authority Act 2001 (which substituted the 1994 Act) came into force. He actively participated and addressed seminars and conferences in Malta and abroad on the subject. Judiciary Of Malta
The judiciary of Malta interprets and applies the laws of Malta, to ensure equal justice under law, and to provide a mechanism for dispute resolution. The legal system of Malta is based partially on English law and partly on Continental law, whilst also being subject to European Union law. In its pre-accession evaluation reports in 2003, the European Commission suggested that there should be reform in the judicial appointment procedure, "controlled by political bodies" (i.e. the Parliament and parties therein), to improve objectivity. The Commission also pointed to the need to check the procedure for challenging judges and magistrates provided for by Article 738 of the Code of Organisation and Civil Procedure with the principle of an impartial tribunal enshrined in the European Convention on Human Rights.
