A safe seat is an electoral district (constituency) in a legislative body (e.g. Congress, Parliament, City Council) which is regarded as fully secure, for either a certain political party, or the incumbent representative personally or a combination of both. In such seats, there is very little chance of a seat changing hands because of the political leanings of the electorate in the constituency concerned and/or the popularity of the incumbent member. The opposite (i.e. more competitive) type of seat is a marginal seat. The phrase tantamount to election is often used to describe winning the dominant party's nomination for a safe seat. Donna Edwards
Donna Fern Edwards (born June 28, 1958) is an American politician who served as the U.S. representative for from 2008 to 2017. The district included most of Prince George's County, as well as part of Anne Arundel County. She is a member of the Democratic Party. A lawyer and longtime community activist, she defeated eight-term incumbent Albert Wynn in the 2008 Democratic primary and, following his resignation, won a special election on June 17, 2008, to fill the remainder of this term. She was sworn in two days later on June 19, becoming the first African-American woman to represent Maryland in the United States Congress. Albert Russell Wynn (born September 10, 1951) is an American lobbyist and former politician who served as a member of the United States House of Representatives, representing the 4th district of Maryland from 1993 to 2008. On February 13, 2008, Wynn was defeated in the Democratic primary by Donna Edwards, and resigned his office effective May 31, 2008. Early life and education Wynn was born in Montgomery County, Pennsylvania. He was educated at the University of Pittsburgh, Howard University, and Georgetown University Law Center.
