John N. Hagan
John N. Hagan (August 4, 1873 – June 4, 1952) was a North Dakota Republican/ NPL politician who served as the North Dakota Commissioner of Agriculture and Labor from 1917 to 1921 and from 1937 to 1938. He is one of three politicians in the state ever to be recalled; he was recalled during his first time in the office along with fellow NPL politicians Governor of North Dakota Lynn J. Frazier and North Dakota Attorney General William Lemke in 1921. Biography Early years John N. Hagan was born on August 4, 1873, near Arcola, Indiana, to parents William and Wilhelmina (Rapp) Hagan. In 1900, he graduated from Valparaiso University. In the fall of 1900, Hagan moved to North Dakota, accepting a job school administration job at St. John. He served in this role until 1903 when he moved to a homestead around Deering, North Dakota. In 1904, he married Rhea Smith. Hagan farmed for several years before getting involved in politics. North Dakota Commissioner Of Agriculture And Labor
The North Dakota Commissioner of Agriculture and Labor was an elected official who headed the North Dakota Department of Agriculture and Labor. The office was established with the state's constitution in 1889, and was split into two separate offices the North Dakota Commissioner of Labor and the North Dakota Commissioner of Agriculture in 1966, when the two departments also split due to a constitutional change that was voted on in 1964. History The office was first held by Henry T. Helgesen and the longest tenure in the office was that of Math Dahl, who held the office for 25 years. His son, Arne, was the last to hold the office before it was eliminated in 1966. He then went on to become the first North Dakota Commissioner of Agriculture. Lynn Frazier
Lynn Joseph Frazier (December 21, 1874January 11, 1947) was an American educator and politician who served as the 12th Governor of North Dakota from 1917 until being recalled in 1921 and later served as a U.S. Senator from North Dakota from 1923 to 1941. He was the first American governor ever successfully recalled from office. The only other American governor to ever be recalled is Gray Davis, who was recalled in 2003. Early life Frazier was born in Medford, Minnesota. His family moved to North Dakota when he was six years old. Prior to his career in state and national politics, Frazier was a farmer and school teacher. He graduated from Grafton High School in 1892, and Mayville Normal School in 1895. Math Dahl
Mathias Dahl (January 6, 1884 – August 3, 1976) was a North Dakota politician who was well known for his tenure as the North Dakota Commissioner of Agriculture and Labor from 1939 to 1964. His long tenure in the office ended a period of instability in the department when the three previous commissioners only served one two-year term. He re-elected a total of twelve times, and was one of the most prominent Republican/Non-Partisan League (NPL) politicians in the state. Biography Mathias Dahl was born on January 6, 1884, in Norway. He came to America in 1902, and homesteaded in Emmons County, North Dakota in 1904. He served in the North Dakota House of Representatives from 1931 to 1937, and was the Speaker of the House in 1937. Walter Welford (May 21, 1868 – June 28, 1952) was inaugurated as the 20th Governor of North Dakota on February 2, 1935 after Thomas H. Moodie was removed from office after it was determined he was ineligible to hold the office. He served until 1937, having lost the 1936 race to former governor William Langer. Biography Born in the North Yorkshire village of Bellerby on 21 May 1868, Welford moved with his family to Pembina, North Dakota, in 1879. A farmer, he also served as Vice President of the Merchants Bank of Pembina County. He was married to Edith Bachmann and they had one child who died in infancy. Career Welford served as township clerk at Pembina for twenty years. He also served in the North Dakota House of Representatives (1907 to 1911) and Senate (1917 to 1921).
