John N. Clarke (born 3 March 1972) is a Senior United Nations (UN) Official currently serving as Head of Mission of the Office of the Quartet The Office of the Quartet (OQ) was established in East Jerusalem in 2002 by the Quartet on the Middle East, consisting of the United Nations, the European Union, the United States and Russia, with a mandate to help mediate Middle East peace negotia .... He has previously served in a variety of humanitarian and recovery roles with the United Nations   as well as serving as a Policy Advisor to Canada's then Minister of Foreign Affairs, the Hon. Lloyd Axworthy. He continues to publish on a variety of academic subjects and serves as the Chair of the Clarke Education Foundation which works to enable women's higher education in the developing world by supporting a number of university scholarships. Kito de Boer (born April 29, 1957) is a Dutch consultant, former senior McKinsey director and former diplomat, who served as Head of Mission of the Office of the Quartet from May 2015 to June 2017. The Quartet is a foursome of nations, international and supranational entities that mediates between Israelis and Palestinians. The Quartet comprises the United Nations, the United States, the European Union and Russia. The Office of the Quartet, located in East Jerusalem, is mandated to take "tangible steps on the ground to advance the Palestinian economy and preserve the possibility of a two state solution."
