John Clyde Bowen
John Clyde Bowen (May 12, 1888 – April 27, 1978) was a United States district judge of the United States District Court for the Western District of Washington. Education and career Born in Newbern, Tennessee, Bowen received a Bachelor of Arts degree from the University of Tennessee in 1913 and a Bachelor of Laws from Harvard Law School in 1916. He was a Lieutenant in the United States Army F.A.R.C. during World War I from 1917 to 1918. He entered private practice in Seattle, Washington in 1919, and was a member of the Washington State Senate in 1931, and later a legal adviser to the Governor of Washington in 1933. He was a tax collector for the Internal Revenue Service for the Districts of Washington and the Territory of Alaska from 1933 to 1934. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. The Washington State Senate is the upper house of the Washington State Legislature. The body consists of 49 members, each representing a district with a population of nearly 160,000.
