John Arthur Hughes
John Arthur Hughes (November 2, 1880 – May 25, 1942) was an officer in the United States Marine Corps and a Medal of Honor recipient for his role in the United States occupation of Veracruz. Hughes joined the Marine Corps in March 1900, and was commissioned as an officer in December 1901. As the result of a gas attack during the Battle of Saint-Mihiel, he was medically retired with the rank of lieutenant colonel in July 1919. The United States occupation of the Mexican port of Veracruz lasted for seven months in 1914 and occurred in the midst of poor diplomatic relations between Mexico and the United States, related to the ongoing Mexican Revolution. In response to the Tampico Affair, President Woodrow Wilson ordered the U.S. Navy to prepare for the occupation of the port of Veracruz. While waiting for authorization of Congress to carry out such action, Wilson was alerted to a German delivery of weapons for Victoriano Huerta due to arrive to the port on April 21. As a result, Wilson issued an immediate order to seize the port's customs office and confiscate the weaponry. The Medal of Honor was created during the American Civil War and is the highest military decoration presented by the United States government to a member of its armed forces. The United States Army Center of Military History (CMH) is a directorate within the United States Army Training and Doctrine Command. The Institute of Heraldry remains within the Office of the Administrative Assistant to the Secretary of the Army. The center is responsible for the appropriate use of history and military records throughout the United States Army. Traditionally, this mission has meant recording the official history of the army in both peace and war, while advising the army staff on historical matters.
