Joaquin Avila (lawyer)
Joaquin Guadalupe Avila (June 23, 1948 – March 9, 2018) was an American voting rights attorney and activist. Avila spent more than two decades using the federal Voting Rights Act of 1965 to increase election fairness for minority voters. But as several court precedents weakened the federal Voting Rights Act, Avila conceived of state voting rights acts as a way to again strengthen minority voting rights. Thus Avila crafted the California Voting Rights Act that was enacted in 2001. Avila brought lawsuits that set important voting rights precedents. He also served as president and general counsel of the Mexican American Legal Defense and Educational Fund, and directed the National Voting Rights Advocacy Initiative at Seattle University School of Law. Voting Rights Act Of 1965
The Voting Rights Act of 1965 is a landmark piece of federal legislation in the United States that prohibits racial discrimination in voting. It was signed into law by President Lyndon B. Johnson during the height of the civil rights movement on August 6, 1965, and Congress later amended the Act five times to expand its protections. Designed to enforce the voting rights guaranteed by the Fourteenth and Fifteenth Amendments to the United States Constitution, the Act sought to secure the right to vote for racial minorities throughout the country, especially in the South. According to the U.S. Department of Justice, the Act is considered to be the most effective piece of federal civil rights legislation ever enacted in the country. The MacArthur Fellows Program, also known as the MacArthur Fellowship and commonly but unofficially known as the "Genius Grant", is a prize awarded annually by the John D. and Catherine T. MacArthur Foundation typically to between 20 and 30 individuals, working in any field, who have shown "extraordinary originality and dedication in their creative pursuits and a marked capacity for self-direction" and are citizens or residents of the United States.
