Jesús Kumate Rodríguez
Jesús Kumate Rodríguez (13 November 1924 – 7 May 2018) was a Mexican physician and politician. He served as the Secretary of Health during the Presidency of Carlos Salinas de Gortari. Early life and education Kumate Rodríguez was born in Mazatlán in 1924 to a Japanese emigrant father and a Sinaloense mother who worked as a rural teacher. He graduated as a surgeon in 1946 from the Escuela Médico Militar and became a Doctor of Science at the Instituto Politécnico Nacional in 1963. Career During his tenure as Secretary of Health, Kumate Rodríguez oversaw the implementation of universal vaccination, the eradication of poliomyelitis, the combat against a cholera outbreak, the updating of epidemiological surveillance and the drastic decrease of infant mortality. The Secretariat of Health (Spanish Language, Spanish: ''Secretaría de Salud'') is the Ministry (government department), government department in charge of all social health services in Mexico, and an integral part of the Healthcare in Mexico, Mexican health system. The Secretary of Health is a member of the Mexican Executive Cabinet, Executive Cabinet and is appointed at the discretion of the President of Mexico, President of the Republic. Cholera
Cholera is an infection of the small intestine by some strains of the bacterium ''Vibrio cholerae''. Symptoms may range from none, to mild, to severe. The classic symptom is large amounts of watery diarrhea that lasts a few days. Vomiting and muscle cramps may also occur. Diarrhea can be so severe that it leads within hours to severe dehydration and electrolyte imbalance. This may result in sunken eyes, cold skin, decreased skin elasticity, and wrinkling of the hands and feet. Dehydration can cause the skin to turn bluish. Symptoms start two hours to five days after exposure. Cholera is caused by a number of types of ''Vibrio cholerae'', with some types producing more severe disease than others. It is spread mostly by unsafe water and unsafe food that has been contaminated with human feces containing the bacteria. Undercooked shellfish is a common source. Belisario Domínguez Medal Of Honor
The Belisario Domínguez Medal of Honor (Spanish: ''Medalla de Honor "Belisario Domínguez" del Senado de la República'') is the highest award bestowed by the Mexican Senate. It forms part of the Mexican Honors System and is currently Mexico's highest active award since there are no records of the ''Condecoración "Miguel Hidalgo"'' being presented since 1979. The award has been given every year since 1954 by the Senate of Mexico to eminent Mexicans with a distinguished lifetime career who contributed most "toward the welfare of the Nation and mankind". Only Mexican entities representing "the cultural spirit of the time" are allowed to submit nominations for this award. ''Excélsior'' is a daily newspaper in Mexico City. It is the second oldest paper in the city after '' El Universal'', printing its first issue on March 18, 1917. History ''Excélsior'' was founded by Rafael Alducin and first published in Mexico City on March 18, 1917. In 1924, Alducin died at the age of 35, and his family led the newspaper into difficult times. Ultimately, it was reconstituted as a worker-owned cooperative in 1932, with one-time accountant Gilberto Figueroa named general manager. His ability to manage finances and broker compromise within the newspaper contributed to a successful 30-year reign, in which the newspaper would become politically and economically stable.
