James Thomas Foley
James Thomas Foley (July 9, 1910 – August 17, 1990) was a United States district judge of the United States District Court for the Northern District of New York from 1949 to 1990 and Chief Judge from 1963 to 1980. Education and career Born on July 9, 1910, in Troy, New York, Foley received an Artium Baccalaureus degree in 1931 from Fordham University and a Bachelor of Laws in 1934 from Albany Law School. He entered private practice in Troy from 1935 to 1942. He was Secretary to Justice William H. Murray of the Supreme Court of the State of New York from 1939 to 1942 and from 1946 to 1949. He served in the United States Naval Reserve from 1942 to 1945. Federal judicial service Foley was nominated by President Harry S. Truman on January 13, 1949, to a seat on the United States District Court for the Northern District of New York vacated by Judge Edward S. Kampf. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. The Supreme Court of the State of New York is the trial-level court of general jurisdiction in the New York State Unified Court System. (Its Appellate Division is also the highest intermediate appellate court.) It is vested with unlimited civil and criminal jurisdiction, although in many counties outside New York City it acts primarily as a court of civil jurisdiction, with most criminal matters handled in County Court.
