James Ponder
James Ponder (October 31, 1819 – November 5, 1897) was an American merchant and politician from Milton in Sussex County, Delaware. He was a member of the Democratic Party, who served in the Delaware General Assembly and as Governor of Delaware. Early life and family Ponder was born near Milton, Delaware, son of John and Hester Milby Ponder. He married Sallie Waples in 1851 and had four children: Ida, John, James Waples, and Anna. They lived at 414 Federal Street and were members of St. John the Baptist Episcopal Church in Milton. He inherited his father's business and expanded it into shipbuilding, agriculture, and banking. Professional and political career Ponder was elected to the state house for the 1857/58 session and then to the state senate for the 1865/66 and 1867/68 sessions. The governor of Delaware (president of Delaware from 1776 to 1792) is the head of government of Delaware and the commander-in-chief of the state's military forces. The governor has a duty to enforce state laws, and the power to either approve or veto bills passed by the Delaware Legislature, to convene the legislature, and to grant pardons, except in cases of impeachment, and only with the recommendation of the Board of Pardons. The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. 1870 Delaware Gubernatorial Election
The 1870 Delaware gubernatorial election was held on November 8, 1870. Incumbent Democratic Governor Gove Saulsbury was unable to seek re-election. Former State Senator James Ponder ran as the Democratic candidate to succeed Saulsbury and faced Republican nominee Thomas B. Coursey. As Black Delawareans gained the right to vote, Republicans were confident about their chances, and the Democratic Party responded by presenting itself as the "white man's party." Ponder ultimately defeated Coursey by a wide margin, in part because of low Black turnout and a racist backlash against Black suffrage.
