James M. Baley Jr.
James M. Baley Jr. (1912–2003) was an American lawyer and judge. A Republican, he served in the North Carolina House of Representatives, representing Madison County, in the General Assemblies of 1937-38 and 1939-40. He served as United States Attorney for the Western District of North Carolina under President Dwight D. Eisenhower from 1953 through 1961. Baley then returned to the practice of law at the firm that became McGuire, Wood & Bissette, until his appointment to the North Carolina Court of Appeals in 1973. After a brief stint on the Court of Appeals, he was appointed to a special superior court judgeship. North Carolina House Of Representatives
The North Carolina House of Representatives is one of the two houses of the North Carolina General Assembly. The House is a 120-member body led by a Speaker of the House, who holds powers similar to those of the President pro-tem in the North Carolina Senate. The qualifications to be a member of the House are found in the state Constitution: "Each Representative, at the time of his election, shall be a qualified voter of the State, and shall have resided in the district for which he is chosen for one year immediately preceding his election." Elsewhere, the constitution specifies that qualified voters that are 21 are eligible for candidacy except if otherwise disqualified by the constitution, and that no elected officials may deny the existence of God, although the latter provision is no longer enforced, as it would be illegal to do so. Madison County is a county located in the U.S. state of North Carolina. As of the 2020 census, the population was 21,193. Its county seat is Marshall. Madison County is part of the Asheville, NC Metropolitan Statistical Area. History The county was formed in 1851 from parts of Buncombe County and Yancey County. The 1988 United States presidential election was the 51st quadrennial presidential election held on Tuesday, November 8, 1988. The Republican nominee, incumbent Vice President George H. W. Bush, defeated the Democratic nominee, Governor Michael Dukakis of Massachusetts.
