James C. F. Huang
James Chih-Fang Huang (; born September 14, 1958) is a Taiwanese diplomat who served as the Minister of Foreign Affairs from 2006 to 2008. Education Huang earned a bachelor's degree in political science from National Taiwan University. Political career Huang began working for Chen Chien-jen in 1985, as Chen's secretary. Huang then became the English interpreter for Lien Chan and Vincent Siew. He joined the Mainland Affairs Council in 1999, and left in 2002, when he began working directly for President Chen Shui-bian. Huang began his tenure in the Presidential Office as a spokesman and was later promoted to deputy chief of staff. On 25 January 2006, Huang replaced Mark Chen as foreign minister. Mainland Affairs Council
The Mainland Affairs Council (MAC) is a cabinet-level administrative agency under the Executive Yuan of the Republic of China in Taiwan. The MAC is responsible for the planning, development, and implementation of the cross-strait relations policy which targets mainland China, Hong Kong and Macau. The MAC's counterpart body in the People's Republic of China is the Taiwan Affairs Office. Both states officially claim each other's territory, however the Republic of China controls only Taiwan and Penghu as well as surrounding islands, and therefore is usually known as "Taiwan", sometimes referred to as the "Free Area" of the Republic of China by the Constitution of the Republic of China. The People's Republic of China controls mainland China as well as Hong Kong, Macau, Hainan, and other islands and is therefore usually known simply as "China". The Taiwan External Trade Development Council (TAITRA; ) is a non-profit government co-sponsored trade promotion organization in Taiwan. It was founded in 1970 as China External Trade Development Council (CETRA). However, it changed its English name in January 2004. The New Southbound Policy () is an initiative of the Government of the Republic of China (Taiwan) under President Tsai Ing-wen that aims to enhance cooperation and exchange between Taiwan and 18 countries in Southeast Asia, South Asia and Australasia. James C. F. Huang was appointed the first Director of the New Southbound Policy Office. History During the Cold War, the Republic of China was aligned with a number of countries in the Southeast Asia region in an anti-communist alliance during the Vietnam War. Tsai Ing-wen (; born 31 August 1956) is a Taiwanese politician serving as president of the Republic of China (Taiwan) since 2016. A member of the Democratic Progressive Party (DPP), Tsai is the first female president of Taiwan. She served as chair of the DPP from 2020 to 2022, and also previously from 2008 to 2012 and 2014 to 2018. Tsai grew up in Taipei and studied law and international trade, and later became a law professor at Soochow University School of Law and National Chengchi University after earning an LLB from National Taiwan University and an LLM from Cornell Law School. The Presidential Office Building is the work place of the president of the Republic of China on Taiwan. The building, located in the Zhongzheng District in the national capital — Taipei, was designed by architect Uheiji Nagano during the period of Japanese rule of Taiwan (1895–1945).
