Malta participated in the Eurovision Song Contest 2004 with the song "On Again... Off Again" written by Philip Vella and Gerard James Borg. The song was performed by the duo Julie and Ludwig. The Maltese entry for the 2004 contest in Istanbul, Turkey was selected through the national final Malta Song for Europe 2004, organised by the Maltese broadcaster Public Broadcasting Services (PBS). The competition consisted of a final, held on 13 and 14 February 2004, where "On Again... Off Again" performed by Julie and Ludwig eventually emerged as the winning entry after scoring the most points from a four-member jury and a public televote. Johnston Farrugia (born 23 September 1980), better known by his stage names Hooligan or Hooli, is a Maltese rapper. He is known for being a pioneer in hip hop music in the Maltese language. Life Hooligan was born on 23 September 1980. When he was 13 years old, he became a fan of Snoop Dogg. At the age of 19, he moved from his hometown Qrendi to Żurrieq. Hooli's career began in 2002, when he worked on the opening theme song of a Smash Television show. In February 2003, he released his debut album ''Oriġinali Bħali'', and it was a hit in Malta. She has competed in the Malta Song For Eurovision festival, which selects the country's entry for the Eurovision Song Contest several times.
