Jerome Xavier "Jay" O'Donovan (August 31, 1944 – December 11, 2014) was a former Democratic Party (United States), Democratic Party politician from the New York City borough of Staten Island who served in the New York City Council representing the North Shore, Staten Island, North Shore of that borough. On December 11, 2014, O'Donovan died at his home in the Dongan Hills, Staten Island, Dongan Hills neighborhood on Staten Island. Vietnam veteran O'Donovan was the first Vietnam War veteran elected to the New York City Council. A United States Marine Corps captain and advisor to the Republic of Vietnam Marine Division, South Vietnam Marines, he was awarded two Bronze Stars and the Vietnam Cross of Gallantry with Silver Star. The New York City Council is the lawmaking body of New York City. It has 51 members from 51 council districts throughout the five Borough (New York City), boroughs. The council serves as a check against the Mayor of New York City, mayor in a mayor-council government model, the performance of city agencies land use decisions, and legislating on a variety of other issues. It also has sole responsibility for approving the city budget. Members elected in or after 2010 are limited to two consecutive four-year terms in office but may run again after a four-year respite; however, members elected before 2010 may seek third successive terms.
