Jaén (Parliament Of Andalusia Constituency)
Jaén is one of the eight constituencies ( es, circunscripciones) represented in the Parliament of Andalusia, the regional legislature of the Andalusia, Autonomous Community of Andalusia. The constituency currently elects 11 Deputy (legislator), deputies. Its boundaries correspond to those of the Spanish Province of Jaén (Spain), province of Jaén. The electoral system uses the D'Hondt method and a Closed list, closed-list proportional representation, with a minimum threshold of three percent. The Congress of Deputies ( es, link=no, Congreso de los Diputados, italic=unset) is the lower house of the Cortes Generales, Spain's legislative branch. The Congress meets in the Palace of the Parliament () in Madrid. It has 350 members elected by constituencies (matching fifty Spanish provinces and two autonomous cities) by closed list proportional representation using the D'Hondt method. D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received.
