Isiah Whitlock Jr. (born September 13, 1954) is an American actor. He is best known for his role as corrupt state senator Clay Davis on the HBO television series ''The Wire'' as well as being a frequent collaborator of Spike Lee. Marshall is a city in Lyon County, Minnesota, United States. The population was 13,680 at the 2010 census. Marshall is a regional center in southwest Minnesota, and the county seat of Lyon County.
