Ira L. Hanna (November 4, 1908April 23, 1974) was an American politician who served as the 36th Mayor of Cheyenne, Wyoming. After serving in local Laramie County politics Hanna briefly served as mayor before being convicted for bribery charges alongside three members of the police department. Early life Ira L. Hanna was born on November 4, 1908, in Appleby, Texas. Hanna served as the treasurer of Laramie County during the 1920s and 1930s. Hanna was elected as Laramie County's assessor as a Republican and served until his resignation in December 1943, after being elected to the mayoralty of Cheyenne, and deputy county assessor W. H. Hale Jr. was appointed by the Laramie County Commission to succeed him. Mayor Hanna announced that he would run for mayor of Cheyenne and on October 19, 1943, he placed second in the mayoral primary, behind John J. McInerney and ahead of incumbent Mayor Ed Warren. Tom Horn
Thomas Horn Jr., (November 21, 1860 – November 20, 1903) was an American scout, cowboy, soldier, range detective, and Pinkerton agent in the 19th-century and early 20th-century American Old West. Believed to have committed 17 killings as a hired gunman throughout the West, Horn was convicted in 1902 of the murder of 14-year-old Willie Nickell near Iron Mountain, Wyoming. Willie was the son of sheep rancher Kels Nickell, who had been involved in a range feud with neighbor and cattle rancher Jim Miller. On the day before his 43rd birthday, Horn was executed by hanging in Cheyenne, Wyoming. While in jail, he wrote his autobiography, ''Life of Tom Horn: Government Scout and Interpreter'', which was published posthumously in 1904. Numerous editions have been published in the late 20th century. Trusty System (prison)
The "trusty system" (sometimes incorrectly called "trustee system") was a penitentiary system of discipline and security enforced in parts of the United States until the 1980s, in which designated inmates were given various privileges, abilities, and responsibilities not available to all inmates. It was made compulsory under Mississippi state law but was used in other states as well, such as Arkansas, Alabama, Louisiana, New York and Texas. The method of controlling and working inmates at Mississippi State Penitentiary at Parchman was designed in 1901 to replace convict leasing. The case ''Gates v.
