Ioannina Eyalet
The Ioannina Eyalet ( ota, ایالت یانیه ') was an administrative territorial entity of the Ottoman Empire located in the territory of present-day southern Albania, central and northern Greece. It was formed in 1670 and its administrative centre was Ioannina. During the period 1788–1822, Ali Pasha (sanjakbey of Trikala) seized control over Ioannina and after enlisting most of the local brigands under his own banner took advantage of a weak Ottoman government to gain control over the Ioannina Eyalet and most of Albania and continental Greece, transforming it into the semi-autonomous Pashalik of Yanina. After he was killed in 1822 the Ottoman Empire reestablished the Ioannina Eyalet which existed until establishment of the Janina Vilayet in 1867. Eyalet
Eyalets ( Ottoman Turkish: ایالت, , English: State), also known as beylerbeyliks or pashaliks, were a primary administrative division of the Ottoman Empire. From 1453 to the beginning of the nineteenth century the Ottoman local government was loosely structured. The empire was at first divided into states called eyalets, presided over by a beylerbey (title equivalent to duke in Turkish) of three tails (feathers borne on a state officer's ceremonial staff). The grand vizier was responsible for nominating all the high officers of State, both in the capital and the states. Between 1861 and 1866, these eyalets were abolished, and the territory was divided for administrative purposes into vilayets (provinces). The eyalets were subdivided into districts called livas or sanjaks, each of which was under the charge of a pasha of one tail, with the title of mira-lira, or sanjak-bey. These provinces were usually called pashaliks by Europeans.

Ali Pasha Of Yanina
Ali Pasha of Ioannina (1740 – 24 January 1822), was an Albanians, Albanian ruler who served as pasha of a large part of western Rumelia, the Ottoman Empire's European territories, which was referred to as the Pashalik of Yanina. His court was in Ioannina, and the territory he governed incorporated central and southern Albania, most of Epirus and the western parts of Thessaly and Greek Macedonia. ''Sanjak-bey'', ''sanjaq-bey'' or ''-beg'' ( ota, سنجاق بك) () was the title given in the Ottoman Empire to a bey (a high-ranking officer, but usually not a pasha) appointed to the military and administrative command of a district (''sanjak'', in Arabic '' liwa’''), hence the equivalent Arabic title of ''amir liwa'' ( ) He was answerable to a superior '' wāli'' or another provincial governor. The Pashalik of Yanina, sometimes referred to as the Pashalik of Ioanina or Pashalik of Janina, was an autonomous pashalik within the Ottoman Empire between 1787 and 1822 covering large areas of Greece, Albania and North Macedonia. The Sanjak of Avlona ( tr, Avlonya Sancağı, al, Sanxhaku i Vlorës; sometimes referred to as the Sanjak of Berat because of its county town) was one of the sanjaks of the Ottoman Empire which county town was Berat in Albania.
