Interprovinciaal Overleg
The Association of Provinces of the Netherlands ( nl, Interprovinciaal Overleg; IPO) is the association of the twelve provinces of the Netherlands. The association looks after provincial interests and forms a platform for exchanging knowledge and experience among the twelve Dutch provinces. The IPO also stimulates and takes the initiative in reform programmes. The executive of the IPO consists of thirteen members, made up of one from each province (who can be a member of that province's ''Gedeputeerde Staten'', or its King's Commissioner) plus a chairperson. The chair is vacant. The IPO's general assembly is made up of twenty-four members of the States-Provincial (2 from each province). The office of the IPO presents provincial interests through relations with the central government, the European Union, the Association of Netherlands Municipalities, the Unie van Waterschappen, the National Civil Pension Fund and with social organizations. Gedeputeerde Staten
The provincial executive (, GS) is the executive branch of government of a province in the Netherlands. It is the equivalent of the municipal executive at the provincial level. The provincial executive consists of the King's Commissioner (chair) and three to seven deputies (). The deputies are chosen by the provincial council, the elected assembly of the province. Each deputy has their own portfolio for which they prepare, coordinate and plan policy and legislation for the provincial council and execute legislation. The deputies have the duty to inform the provincial council on all aspects of their policy. The provincial executive functions as a collegial body and most decisions are taken by consensus. The provincial council (, PS), also known as the States Provincial, is the provincial parliament and legislative assembly in each of the provinces of the Netherlands. It is elected for each province simultaneously once every four years and has the responsibility for matters of sub-national or regional importance. The number of seats in a provincial council is proportional to its population. The provincial councils originated as Estates assemblies in the Middle Ages, hence the name 'States Provincial'. From 1813 to 1850, the noble members of the ''ridderschap'' chose one-third of the members of the provincial councils. Johan Rudolf Thorbecke's reforms and his 'Provinces Law' (''Provinciewet'') of 1850 brought this privilege to an end. Association Of Netherlands Municipalities
The Association of Netherlands Municipalities ( nl, Vereniging van Nederlandse Gemeenten or VNG) was established in 1912 by 28 Dutch cities, at a time when the number of tasks delegated to municipalities saw a rapid increase. As a result of this increase, there was a greater need for information, exchange of experiences, as well as for an organisation that could represent the interests of its members at a central government level. The Association of Dutch Municipalities is located in The Hague and it represents the interests of all 355 Dutch municipalities vis-a-vis the national government. In addition it delivers services to all Dutch municipalities. In the Netherlands, a water board, water council or water authority ( nl, waterschap or heemraadschap) is a regional governing body solely charged with the management of surface water in the environment. Water boards are independent of administrative governing bodies like provinces and municipalities. In general, they are responsible for managing rivers and canals, issues with the flow of watercourses and drainage issues, water collection, flood and erosion prevention and provision of potable water. They manage polder systems, water levels, water barriers and locks, enforcements, water quality and sewage treatment in their respective regions.
