International Resource Panel
The International Resource Panel is a scientific panel of experts that aims to help nations use natural resources sustainably without compromising economic growth and human needs. It provides independent scientific assessments and expert advice on a variety of areas, including: * the volume of selected raw material reserves and how efficiently these resources are being used * the lifecycle-long environmental impacts of products and services created and consumed around the globe * options to meet human and economic needs with fewer or cleaner resources. The Secretariat of the IRP is hosted by the United Nations Environment Programme (UN Environment) through its office in Paris, France. Janez Potočnik
Janez Potočnik (pronounced ; born 22 March 1958) is a Slovenian politician who served as European Commissioner for Environment from 2009 until 2014. He was formerly Slovenia's Minister for European Affairs. In November 2014, he became co-chair of the International Resource Panel (IRP), a forum of scientists and experts working on natural resources management. Biography Janez Potočnik was born on 22 March 1958 in Kropa, SR Slovenia. His father Stojan was innkeeper and his mother Lojzka was a school teacher. He has one sibling, a brother seven years older named Lojz. Intergovernmental Panel On Climate Change
The Intergovernmental Panel on Climate Change (IPCC) is an intergovernmental body of the United Nations. Its job is to advance scientific knowledge about climate change caused by human activities. The World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP) established the IPCC in 1988. The United Nations endorsed the creation of the IPCC later that year. It has a secretariat in Geneva, Switzerland, hosted by the WMO. It has 195 member states who govern the IPCC. The member states elect a bureau of scientists to serve through an assessment cycle. Resource Efficiency
Resource efficiency is the maximising of the supply of money, materials, staff, and other assets that can be drawn on by a person or organization in order to function effectively, with minimum wasted (natural) resource expenses. It means using the Earth's limited resources in a sustainable manner while minimising environmental impact. Motivation A 2014 report by The Carbon Trust suggested that resource challenges are intensifying rapidly – for example, there could be a 40% gap between available water supplies and water needs by 2030, and some critical materials could be in short supply as soon as 2016. Biofuels

Decoupling (utility Regulation)
In public utility regulation, decoupling refers to the disassociation of a utility's profits from its sales of the energy commodity. Instead, a rate of return is aligned with meeting revenue targets, and rates are adjusted up or down to meet the target at the end of the adjustment period. This makes the utility indifferent to selling less product and improves the ability of energy efficiency and distributed generation to operate within the utility environment.
