''International Refugee Assistance Project v. Trump'', 857 F. 3d 554 (4th Cir. 2017), was a 2017 decision of the United States Court of Appeals for the Fourth Circuit, sitting ''en banc'', upholding an injunction against enforcement of Executive Order 13780, titled "Protecting the Nation from Foreign Terrorist Entry into the United States", an executive order signed by US President Donald Trump on March 6, 2017. The order places limits on travel to the U.S. from certain countries, and by all refugees who do not possess either a visa or valid travel documents. It revoked and replaced the President's January Executive Order 13769, which courts had also found illegal. Derrick Kahala Watson (born September 9, 1966) is an American lawyer who serves as the United States federal judge, Chief United States district judge of the United States District Court for the District of Hawaii. A native of Hawaii, he graduated from Harvard University and Harvard Law School before entering private practice in San Francisco. He served as a federal prosecutor for some years in California and then Hawaii, rising to become chief of the Civil Division of the U.S. Attorney's Office for the District of Hawaii. He was appointed to the federal bench in 2013 by President Barack Obama and unanimously confirmed by the United States Senate in 2013. Watson is the fourth Native Hawaiian federal judge in U.S. history, and the only one currently serving. Watson acted against the Trump travel ban in 2017.
