PubMed is a free search engine accessing primarily the MEDLINE database of references and abstracts on life sciences and biomedical topics. The United States National Library of Medicine (NLM) at the National Institutes of Health maintain the database as part of the Entrez system of information retrieval. From 1971 to 1997, online access to the MEDLINE database had been primarily through institutional facilities, such as university libraries. PubMed, first released in January 1996, ushered in the era of private, free, home- and office-based MEDLINE searching. The PubMed system was offered free to the public starting in June 1997. Medknow Publications also known as Wolters Kluwer Medknow or simply Medknow, is a publisher of academic journals on behalf of learned societies and associations. Previously an independent Indian publisher, Medknow is now part of within Wolters Kluwer's Health Division, and is part of Wolters Kluwer India. Medknow is not a member of the Open Access Scholarly Publishers Association. Some, but not all of its journals are listed in the Directory of Open Access Journals. Open access (OA) is a set of principles and a range of practices through which research outputs are distributed online, free of access charges or other barriers. With open access strictly defined (according to the 2001 definition), or libre open access, barriers to copying or reuse are also reduced or removed by applying an open license for copyright. The main focus of the open access movement is "peer reviewed research literature". Historically, this has centered mainly on print-based academic journals. Open access in India (उन्मुक्त अभिगम) was begun in May 2004, when two workshops were organized by the M S Swaminathan Research Foundation, Chennai. This laid the foundation for the Open Access movement in India. In 2006, the National Knowledge Commission in its recommendations proposed that "access to knowledge is the most fundamental way of increasing the opportunities and reach of individuals and groups". In 2009, the Council of Scientific & Industrial Research (CSIR) began requiring that its grantees provide open access to funded research. In 2011, the Open Access India forum formulated a draft policy on Open Access for India. Ulrich's Periodicals Directory (, and ) is the standard library directory and database providing information about popular and academic magazines, scientific journals, newspapers and other serial publications. The print version has been published since 1932, and was founded by Carolyn F. Ulrich, chief of the periodicals division of the New York Public Library as ''Periodicals Directory: A Classified Guide to a Selected List of Current Periodicals Foreign and Domestic''. Scopus is Elsevier's abstract and citation database launched in 2004. SafetyLit (short for "Safety Literature") is a bibliographic database and online update of recently published scholarly research of relevance to those interested in the broad field of injury prevention and safety promotion.
