INSARAG
The International Search and Rescue Advisory Group (INSARAG) is a network of disaster-prone and disaster-responding countries and organizations dedicated to urban search and rescue (USAR) and operational field coordination. It aims to establish standards and classification for international USAR teams as well as methodology for international response coordination in the aftermath of earthquakes and collapsed structure disasters. The INSARAG Secretariat is located in the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Establishment INSARAG was established in 1991 following initiatives of international USAR teams that responded to the 1988 Armenia earthquake and the 1985 Mexico City earthquake. The United Nations was chosen as the INSARAG Secretariat to facilitate international participation and coordination. Urban Search And Rescue
Urban search and rescue (abbreviated as USAR or US&R) is a type of technical rescue operation that involves the location, extrication, and initial medical stabilization of victims trapped in an urban area, namely structural collapse due to natural disasters, war, terrorism or accidents, mines and collapsed trenches. The causes of USAR incidents can be categorised as accidental and deliberate. Structural collapse incidents can comprise unstable or collapsed structures in an unsafe position. Usually collapse incidents leave voids inside the debris that can result in numerous casualties trapped under large amounts of very heavy and often unstable debris. USAR services can be faced with complex rescue operations within hazardous environment. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body established in December 1991 by the General Assembly to strengthen the international response to complex emergencies and natural disasters. It is the successor to the Office of the United Nations Disaster Relief Coordinator (UNDRO). The Department of Humanitarian Affairs (DHA) was established shortly thereafter by the Secretary-General, but in 1998 was merged into OCHA, which became the UN's main focal point on major disasters. 1988 Spitak Earthquake
The 1988 Armenian earthquake, also known as the Spitak earthquake ( hy, Սպիտակի երկրաշարժ, ), occurred on December 7 at with a surface wave magnitude of 6.8 and a maximum MSK intensity of X (''Devastating''). The shock occurred in the northern region of Armenia (then part of the Soviet Union) which is vulnerable to large and destructive earthquakes and is part of a larger active seismic belt that stretches from the Alps to the Himalayas. Activity in the area is associated with tectonic plate boundary interaction and the source of the event was slip on a thrust fault just to the north of Spitak. The complex incident ruptured multiple faults, with a strike-slip event occurring shortly after the initiation of the mainshock. Between 25,000 and 50,000 were killed and up to 130,000 were injured. 1985 Mexico City Earthquake
The 1985 Mexico City earthquake struck in the early morning of 19 September at 07:17:50 (CST) with a moment magnitude of 8.0 and a maximal Mercalli intensity of IX (''Violent''). The event caused serious damage to the Greater Mexico City area and the deaths of at least 5,000 people. The sequence of events included a foreshock of magnitude 5.2 that occurred the prior May, the main shock on 19 September, and two large aftershocks. The first of these occurred on 20 September with a magnitude of 7.5 and the second occurred seven months later on 30 April 1986 with a magnitude of 7.0. They were located off the coast along the Middle America Trench, more than away, but the city suffered major damage due to its large magnitude and the ancient lake bed that Mexico City sits on.
