II Riigikogu
II Riigikogu was the second legislature of the Estonian Parliament (Riigikogu). The legislature was elected after 1923 elections (held on 5–7 May 1923). It sat between 31 May 1923 and 14 June 1926, before the next round of elections were held. Riigikogu
The Riigikogu (; from Estonian ''riigi-'', of the state, and ''kogu'', assembly) is the unicameral parliament of Estonia. In addition to approving legislation, the Parliament appoints high officials, including the Prime Minister and Chief Justice of the Supreme Court, and elects (either alone or, if necessary, together with representatives of local government within a broader electoral college) the President. The ''Riigikogu'' also ratifies significant foreign treaties that impose military and proprietary obligations, bring about changes in the law, etc.; approves the budget presented by the government as law and monitors the executive power. Oskar Köster
Oskar Köster (20 December 1890 in Pöide – 2 August 1941 Tallinn) was an Estonian politician. In 1926, he founded the newspaper ''Maa'' and was its chief editor. Köster was arrested by the NKVD on 22 July 1940 in Tallinn. He died of a heart attack in Patarei Prison; according to other reports he was executed. Tõnis Kalbus (also Tõnu Kalbus; 5 December 1880, Tori Parish – 20 March 1942 Sosva, Sverdlovsk Oblast, Russian SFSR) was an Estonian lawyer and politician. Mihkel Martna
Mihkel Martna (17 September 1860 Veltsa parish, Paimpere – 23 May 1934 Tallinn) was an Estonian politician and journalist. Martna was born in Kreis Wiek in the Governorate of Estonia (in present-day Pärnu County) and studied in a local village school. Thereafter, he worked as country labourer before going to Tallinn in order to become Painter and decorator, house painter. At this period, he became acquainted with the European workers' movement, socialism and Marxism. As he was one of the first Estonians to be active in this field, he came to be called "the father of Estonian social democracy". As a young man, he was also active in Estonian national movement, publishing articles in Postimees and Sakala (newspaper), Sakala and collecting folklore material. Jaan Soots
Jaan Soots ( – 6 February 1942) was an Estonian military commander during the Estonian War of Independence and politician. Jaan Soots was born in Küti farmstead, Linna village, Helme Parish, Viljandi County (now in Tõrva Parish, Valga County), Governorate of Livonia, Russian Empire. He joined the army voluntarily in 1900, studied between 1901 and 1904 at Vilnius Military Academy, participated in the Russo-Japanese War and from 1910 to 1913 studied at the Imperial Nicholas Military Academy. At the beginning of the Estonian War of Independence, Soots was Chief of Operative Staff; in February 1919 he became Chief of Staff of the Commander-in-Chief. In 1919, Soots also achieved the rank of Major General. Soots also participated in the Tartu peace conference and retired in 1920.
