National Maximum Speed Law
The National Maximum Speed Limit (NMSL) was a provision of the federal government of the United States 1974 Emergency Highway Energy Conservation Act that effectively prohibited speed limits higher than . It was drafted in response to oil price spikes and supply disruptions during the 1973 oil crisis and remained the law until 1995. While federal officials hoped gasoline consumption would fall by 2.2%, the actual savings were estimated at between 0.5% and 1%. The law was widely disregarded by motorists nationwide, and some states opposed the law, but many jurisdictions discovered it to be a major source of revenue. Actions ranged from proposing deals for an exemption to de-emphasizing speed limit enforcement. The NMSL was modified in 1987 and 1988 to allow up to limits on certain limited-access rural roads. Messier 55 (also known as M55 or NGC 6809) is a globular cluster in the south of the constellation Sagittarius. It was discovered by Nicolas Louis de Lacaille in 1752 while observing from what today is South Africa. Starting in 1754, Charles Messier made several attempts to find this object from Paris but its low declination meant from there it rises daily very little above the horizon, hampering observation. He observed and catalogued it in 1778. The cluster can be seen with 50 mm binoculars; resolving individual stars needs a medium-sized telescope. It is about 17,600 light-years away from Earth. NGC 55, is a Magellanic type barred spiral galaxy located about 6.5 million light-years away in the constellation Sculptor. Along with its neighbor NGC 300, it is one of the closest galaxies to the Local Group, probably lying between the Milky Way and the Sculptor Group. It has an estimated mass of (2.0 ± 0.4) × 1010 . Nearby galaxies and group information NGC 55 and the spiral galaxy NGC 300 have traditionally been identified as members of the Sculptor Group, a nearby group of galaxies in the constellation of the same name. Agitation And Propaganda Against The State
Constitution 55, or Agitation and Propaganda against the State ( sq, Agjitacion dhe Propagandë kundër shtetit), was a criminal offence in Communist Albania. This law was used from 1945 until 1991 and was part of the Constitution of the People's Socialist Republic of Albania. The term was interchangeably used with counterrevolutionary agitation. The latter one was in use after the Albanian Resistance of World War II and was gradually phased out by the end of the 1990s in favor of the former one. According to article 55 of the Albanian Penal Code enacted during Hoxhaism, "propaganda and agitation that called to overturn or undermining of the Albanian power" was punishable with at least 6 months of imprisonment and up to the death sentence in the periods of war or unrest.
