Iraq Relief And Reconstruction Fund
The Iraq Relief and Reconstruction Fund (IRRF) was established by the US Congress on November 6, 2003. It allocated $18.4 billion to rebuild Iraq's infrastructure, damaged from years of neglect, sanctions, and war. As of March 29, 2006, approximately $16.3 billion, or 89%, had been obligated and $11.4 billion had been spent. The fund has come under some criticism due to the slowness with which the allocated money has been disbursed, largely because of the time-consuming US procurement process. Top construction firm Bechtel was awarded almost $3 billion dollars between two contracts with USAID through this fund, the first contract being in effect 2003-2006, the second 2004-2007. According to a July 2007 report from the Special Inspector General for Iraq Reconstruction, Stuart Bowen, the second contract consisted of 24 job orders, mostly in water and sanitation, but also in power, telecommunications, and buildings. A budget for the allocation of the $18.4 billion may be founhere ...

Reconstruction Of Iraq
Investment in post-2003 Iraq refers to international efforts to rebuild the infrastructure of Iraq since the Iraq War in 2003. Much of the work has been funded by the Iraq Relief and Reconstruction Fund, and the Coalition Provisional Authority. A significant event for aid or investment in post-2003 Iraq was the Madrid Conference on Reconstruction on 23 October 2003, which was attended by representatives from over 25 nations. Funds assembled at this conference and from other sources have been administered by the United Nations and the World Bank under the umbrella of the International Reconstruction Fund Facility for Iraq. While reconstruction efforts have produced some successes, problems have arisen with the implementation of internationally funded Ira ...

US war costs Direct costs The costs of the 2003–2010 Iraq War are often contested, as academics and critics have unearthed many hidden costs not represented in official estimates. The most recent major report on these costs come from Brown University in the form of the Costs of War, which totaled just over $1.1 trillion. The United States Department of Defense's direct spending on Iraq totaled at least $757.8 billion, but also highlighting the complementary costs at home, such as interest paid on the funds borrowed to finance the wars. Those figures are dramatically higher than typical estimates published just prior to the start of the Iraq War, many of which were based on a shorter term of involvement. For example, in a March 16, 2003 ''Meet the Press'' interview of Vice Presiden ...
