The International School of Information Science (ISIS) in Alexandria, Egypt was founded to initiate, develop, carry out, and promote research and development of activities and projects related to building a universal digital library. ISIS was also created in order to maximize creativity and foster innovations within the Bibliotheca Alexandrina. Bibliotheca Alexandrina
The Bibliotheca Alexandrina (Latin for "Library of Alexandria"; arz, مكتبة الإسكندرية ', ) is a major library and cultural center on the shore of the Mediterranean Sea in Alexandria, Egypt. It is a commemoration of the Library of Alexandria, once one of the largest libraries worldwide, which was lost in antiquity. The idea of reviving the old library dates back to 1974 when a committee set up by Alexandria University selected a plot of land for its new library. Construction work began in 1995, and after some US$220 millions had been spent, the complex was officially inaugurated on 16 October 2002. In 2010, the library received a donation of 500,000 books from the Bibliothèque nationale de France (BnF). The gift makes the Bibliotheca Alexandrina the sixth-largest Francophone library in the world. In the 21st century, the Government of Egypt has given greater priority to improving the education system. According to the Human Development Index (HDI), Egypt is ranked 115 in the HDI, and 9 in the lowest 10 HDI countries in the Middle East and Northern Africa, in 2014. With the help of the World Bank and other multilateral organizations Egypt aims to increase access in early childhood to care and education and the inclusion of Information and Communication Technology (ICT) at all levels of education, especially at the tertiary level. The government is responsible for offering free education at all levels. The current overall expenditure on education is about 12.6 percent as of 2007.
