Indiana's 7th congressional district special election of 2008 took place March 11, 2008 to fill the seat in the United States House of Representatives left vacant by the death of 7th district representative Julia Carson (D) on December 15, 2007. Indiana's 7th congressional district is a congressional district in the U.S. state of Indiana. It is entirely located within Marion County, Indiana, Marion County and includes most of Indianapolis, except for the north side, which is represented by the Indiana's 5th congressional district, 5th District. The district is currently represented by Democratic Party (United States), Democrat André Carson, who won a special election in 2008 to succeed his grandmother Julia Carson following her death in 2007. With a Cook Partisan Voting Index rating of D+11, it is the most Democratic district in Indiana. Unigov is the colloquial name adopted by the city of Indianapolis, Indiana, to describe its consolidated city–county government. By an act of the Indiana General Assembly, Indianapolis consolidated with the government of Marion County in 1970. Within Unigov are eleven "included towns". Under Indiana Code 36-3-1-4 sec. 4(a)(2)), included towns retain their identity as towns under Indiana law and have some limited autonomy. However, they are legally part of the Consolidated City of Indianapolis and are fully subject to the laws and control of the government of Indianapolis. The 2006 congressional elections in Indiana were elections for Indiana's delegation to the United States House of Representatives, which occurred along with congressional elections nationwide on November 7, 2006. Stephen "Steve" Goldsmith (born December 12, 1946) is an American politician and writer who was the 46th mayor of Indianapolis. He also served as the deputy mayor of New York City for operations from 2010 to 2011. A member of the Republican Party, he ran unsuccessfully for lieutenant governor of Indiana in 1988 and governor of Indiana in 1996.
