''Hukumat'' () is a 1987 Indian Hindi-language action film directed by Anil Sharma, starring Dharmendra and Rati Agnihotri, while Swapna and Sadashiv Amrapurkar play supporting roles. Anil Sharma is an Indian film director and producer. Biography Anil Sharma is a filmmaker of the Indian Cinema. Rati Agnihotri (born 10 December 1960) is an Indian actress, known for acting in Hindi, as well as in Telugu and Tamil language films. Her roles in the cult-tragedy film ''Ek Duuje Ke Liye'' (1981) and the drama film ''Tawaif'' (1985) earned her two nominations for the Filmfare Award for Best Actress. Swapna Khanna is an Indian actress who worked in Malayalam, Telugu, Tamil, Kannada and Hindi films from the 1980s and early 1990s. She was named Swapna, formerly Manjari Dhody, by Anil Sharma.
