Born in London, Munro was the fifth child of Sir Campbell Munro, 3rd Baronet, and also a grandson of Major-General (United Kingdom), Major-General Sir Thomas Munro, 1st Baronet, Sir Thomas Munro, 1st Baronet of Lindertis.
