Hugh Lennox Bond
Hugh Lennox Bond (December 16, 1828 – October 24, 1893) was a United States circuit judge of the United States Circuit Courts for the Fourth Circuit. Education and career Born in Baltimore, Maryland, Bond graduated from the University of the City of New York (now New York University) in 1848 and read law to enter the bar in 1851. He was in private practice in Baltimore from 1851 to 1860, and was a leader of the local Know-Nothing party in the 1850s. He was a Judge of the Baltimore City Criminal Court from 1860 to 1867, thereafter returning to private practice in Baltimore until 1870. In 1867, Bond lost the Maryland gubernatorial election against Oden Bowie. Letter advocating recruitment of slaves During the Civil War, Bond’s letter of August 15, 1863, to Secretary of War Edwin M. Evarts Act
The Judiciary Act of 1891 ({{USStat, 26, 826), also known as the Evarts Act after its primary sponsor, Senator William M. Evarts, created the United States courts of appeals and reassigned the jurisdiction of most routine appeals from the district and circuit courts to these appellate courts. Therefore, it is also called the Circuit Courts of Appeals Act. The Act created nine new courts that were originally known as the "United States circuit courts of appeals;" the name was changed to its current form in 1948. Each court was composed of two circuit judges and one district judge. The new courts had jurisdiction over most appeals of lower court decisions. The Supreme Court could review either legal issues that a court of appeals certified or decisions of court of appeals by writ of certiorari. Jacob Tome (August 13, 1810 – March 16, 1898) was an American banker, philanthropist, and politician who died as one of the richest men in the United States. He was the first millionaire of Cecil County, Maryland and an accomplished philanthropist, giving money to colleges, churches, and schools, including establishing the Tome School. Early life Jacob Tome was born on August 13, 1810, in Hanover or Manheim Township in York County, Pennsylvania to Christina (née Badger) and Christian Thom. At the age of 16, he worked for a farmer in York County; 15 months later, he became a superintendent of fisheries on Stony Island on the Susquehanna River. In 1830, he worked for a manufacturer of tinware in Marietta, Pennsylvania, for two years, and then became a teacher in Elizabethtown, Pennsylvania.
