Hubert Louis Will
Hubert Louis Will (April 23, 1914 – December 9, 1995) was a United States district judge of the United States District Court for the Northern District of Illinois. Education and career Born in Milwaukee, Wisconsin, Will received an Artium Baccalaureus degree from the University of Chicago in 1935 and a Juris Doctor from the University of Chicago Law School in 1937. He was a staff attorney with the General Counsel's Office at the Securities and Exchange Commission from 1937 to 1939. In 1939, he served as special secretary to United States Senator Robert F. Wagner. The same year he was appointed clerk of the United States Senate Committee on Banking, Housing, and Urban Affairs. From 1940 to 1941, he became a special assistant to United States Attorney General, serving in the Tax Division. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. The Office of Price Administration (OPA) was established within the Office for Emergency Management of the United States government by Executive Order 8875 on August 28, 1941. The functions of the OPA were originally to control money (price controls) and rents after the outbreak of World War II. History President Franklin D. Roosevelt inaugurated the Council of National Defense Advisory Commission on May 29, 1940, to include Price Stabilization and Consumer Protection Divisions. Both divisions merged to become the Office of Price Administration and Civilian Supply (OPACS) within the Office for Emergency Management by Executive Order 8734, on April 11, 1941.
