Howard County Circuit Courthouse
The Howard County Courthouse is a former Courthouse building in Ellicott City, Maryland that now houses the Orphan's Court. A stone house on main street served as a temporary courthouse during construction from 1840-1843. The first structure remained in use until the building was lost in the collapse of a culvert in the 2018 Ellicott City Flood. The second courthouse was started with property that was purchased from Deborah Disney. The $24,000 granite structure designed by Charles Timanus started construction in 1840 taking three years to build. It was situated on a steep hill once named Capitoline Hill It also went by the nickname "Mt. Misery". The heavy granite block construction was said "should continue in service for centuries" by local historian Charles Stein in 1972. Howard County government chose to cease operations as a courthouse in July 2021 with a new public private partnership building in Columbia, Maryland. 2018 Maryland Flood
In the afternoon of May 27, 2018, after over of rain in a span of two hours, the historic Main Street in Ellicott City, Maryland was flooded, just before the new flood emergency alert system was supposed to become operational. Flooding occurred throughout the Patapsco Valley, in the adjacent communities of Catonsville, Arbutus, and Elkridge, as well as the Jones Falls Valley in Baltimore. The flooding caused a significant amount of damage to Ellicott City, which had been severely damaged in another flood just two years earlier. The streets were covered in water, buildings collapsed, and cars were swept away. It also caused the death of National Guardsman Sgt. Eddison Hermond. Since the floods, the state and local governments have signed pieces of legislation to demolish some buildings in the historic district. The Rouse Company, founded by Hunter Moss and James W. Rouse in 1939, was a publicly held shopping mall and community developer from 1956 until 2004, when General Growth Properties (GGP) purchased the company. Beginnings - Moss-Rouse Company The Moss-Rouse Company was founded as a FHA mortgage company with a loan from Hunter Moss's sister. Rouse leveraged his knowledge as loan guarantee specialist at the Federal Housing Administration to establish a Baltimore-based mortgage company specializing in FHA backed loans. Moss-Rouse hired a World War Two Navy friend, Churchill G. Carey from Connecticut General, who in turn provided capital for future projects. Ellicott City Jail
The Ellicott City Jail was the first detention facility in Howard County, Maryland. History Ellicott City, Maryland, first housed inmates in a stone basement of a private residence on Fells lane. The "Thousand Dollar Jail" held as many as 15 prisoners in 4 cells without proper ventilation or drainage. The overcrowded facility conditions left prisoners unsegregated. John H. Herbert Esq. petitioned for a new building in 1877. The existing jail was described as ''small, insecure, and defective in many ways'' In 1878, Howard County opened its first permanent jail facility on Emory road in Ellicott City. The granite building was designed to house twelve inmates. The building is an example of Romanesque revival architecture. It was named "Willow Grove" or Emory Jail. The 1878 commissioners' names are inscribed in the stone (Samuel Brown, Jerome C. Berry, and Willam Rowles).
