Howard C. Petersen
Howard Charles Petersen (May 7, 1910 – December 28, 1995) was an American government official and banker. He was the United States Assistant Secretary of War from 1945 to 1947. Education and early career Petersen was born in East Chicago, Indiana. He graduated from DePauw University in 1930 and the University of Michigan Law School in 1933. From 1933 to 1941, Petersen was an associate in the New York law firm Cravath, deGersdorff, Swaine & Wood (the predecessor firm to Cravath, Swaine & Moore). While at the Cravath firm, Petersen was introduced to Grenville Clark, through which connection he came to be a principal drafter of the Selective Training and Service Act of 1940. In 1944 Petersen served as Executive Assistant to the Undersecretary of War. In December 1945, Petersen was appointed the Assistant Secretary of War by President Harry S. United States Assistant Secretary Of War
The United States Assistant Secretary of War was the second–ranking official within the American Department of War from 1861 to 1867, from 1882 to 1883, and from 1890 to 1940. According to thMilitary Laws of the United States "The act of August 5, 1882 authorizing the appointment of an Assistant Secretary of War was repealed by the act of July 7, 1884 (23 Stat L., 331) the power conferred by the act of August 5, 1882 never having been exercised," indicating that the post was not filled between 1882 and 1883 (p. 45, footnote 2). In 1940, the new position of United States Under Secretary of War replaced this position as the number-two office in the department. Assistant Secretary Robert P. Peter John Spiro (born 1961) is an American legal scholar whose specialities include international law and U.S. constitutional law. He is a leading expert on dual citizenship. Formerly the Rusk Professor of International Law at the University of Georgia, since 2006 he has been the Charles R. Weiner Professor of Law at Temple University. Herbert John Spiro (September 7, 1924 – April 6, 2010) was an American political scientist and diplomat. Born in Hamburg, Germany, where he attended the Wilhelm-Gymnasium, he and his family emigrated to the United States in 1938, fleeing Nazi persecution. He served with the United States Army in World War II. His training at Camp Ritchie places him among the list of over 20,000 Ritchie Boys. Afterwards received bachelor's, master's, and doctoral degrees from Harvard University. The author of thirteen books on politics and government, he taught at Amherst College and the University of Pennsylvania. During the Ford administration, he served as United States Ambassador to Cameroon and to Equatorial Guinea, though the latter country declared him ''persona non grata''.
