Horace Locklear
Horace Locklear (born November 27, 1942) is an American politician and former attorney who served in the North Carolina House of Representatives from 1977 until 1983. A member of the Lumbee tribe, he was the first Native American to practice law in North Carolina. Early life Horace Locklear was born on November 27, 1942, to Riley and Margaret Locklear in Lumberton, North Carolina, United States. He is a member of the Lumbee tribe. He attended Piney Grove Elementary School and Magnolia High School. After graduating from the latter, he attended Pembroke State College, graduating in 1964. He then attended North Carolina Central University, graduating in 1972 with a Juris Doctor degree. On May 11, 1963, Locklear married Barbara Brayboy. He had three children with her. North Carolina House Of Representatives
The North Carolina House of Representatives is one of the two houses of the North Carolina General Assembly. The House is a 120-member body led by a Speaker of the House, who holds powers similar to those of the President pro-tem in the North Carolina Senate. The qualifications to be a member of the House are found in the state Constitution: "Each Representative, at the time of his election, shall be a qualified voter of the State, and shall have resided in the district for which he is chosen for one year immediately preceding his election." Hoke County is a county in the U.S. state of North Carolina. As of the 2020 census, its population was 52,082. Its county seat is Raeford. Hoke County is part of the Fayetteville metropolitan statistical area. The county is home to part of the Fort Bragg military reservation. Lumbee People
The Lumbee are a Native American people primarily centered in Robeson, Hoke, Cumberland and Scotland counties in North Carolina. They also live in surrounding states and Baltimore, Maryland. The Lumbee Tribe of North Carolina is a state-recognized tribe in North Carolina numbering approximately 55,000 enrolled members. The Lumbee take their name from the Lumber River, which winds through Robeson County. Pembroke, North Carolina, is their economic, cultural, and political center. According to the 2000 United States Census report, 89% of the population of the town of Pembroke, North Carolina, identify as Lumbee; 40% of Robeson County's population identify as Lumbee. A suspended sentence is a sentence on conviction for a criminal offence, the serving of which the court orders to be deferred in order to allow the defendant to perform a period of probation. In jurisprudence, selective prosecution is a procedural defense in which defendants argue that they should not be held criminally liable for breaking the law, as the criminal justice system discriminated against them by choosing to prosecute. ''The Robesonian'' is a newspaper published in Lumberton, North Carolina, Tuesday through Friday afternoon and Saturday and Sunday morning. The ''Robesonian'' traces its heritage back to 1870, when it was established by W.S. McDiamid, a Baptist preacher. ''The Robesonian'' was previously owned by Heartland Publications.
